An influential and corrupt municipal police chief in Tijuana. Gloria initially tries to impress him, but later discovers he allowed her friend Suzu to be trafficked. He becomes the target of a cartel assassination plot, is warned by Gloria, and is ultimately shot by her to save Suzu from being used as a human shield.
