A superior within The Delphi Project who secretly manipulates events for his own agenda. He discovers Dr. McKay's genetic predisposition, orchestrates the delivery of a live victim to Simon, and plans to create a new, non-violent vampire to replace the aging one. He personally locks Dr. McKay in a cell with Simon.
