The provincial governor who receives the severed head of the Emishi general. He promotes the young Hachi to samurai status and later tasks him with destroying the vengeful ghosts. Raikō accepts the severed ghost arm as proof of victory and orders Gintoki to undergo a seven-day ritual purification, remaining unaware of the supernatural deception throughout.
