Chief of National Security and a central figure in the corrupt quartet covering up illegal arms dealings and the murder of Min's sister. He secretly records conversations to maintain control over his accomplices, orders a military strike to eliminate Min and the hostages, and attempts to go into hiding. He is ultimately arrested and brought to court based on recovered evidence.
