A large, powerful criminal whom Donald Duck is ordered to arrest. Initially aggressive and dismissive toward Donald, but falls for his disguise as a baby. He plays with Donald, leaves his gun unguarded, gets handcuffed, and is tricked into surrendering his weapon. Later chases Donald in rage before being redirected by a police parade.
Donald serves as the law enforcement officer assigned to apprehend the criminal.
