German spy captured early in the war and tricked by Foreman into posing as a double agent. He reappears in Berlin, courts Fräulein Doktor, and participates in her faked death. Later, he kills Foreman but is subsequently shot by advancing German troops.
Meyer is coerced into tracking Fräulein Doktor as a British asset.
