A corrupt racketeer appointed deputy commissioner of a reform school. He initially lacks interest but is moved by the boys' abuse and a resident nurse's influence. He implements reforms, goes into hiding after a shooting, and ultimately returns to restore order before abandoning his political career to stay at the school permanently.
