A CIA Arbiter dispatched by Director Burbridge to retrieve a USB drive and eliminate Joe. He temporarily allies with Joe against mercenaries, secretly poisons him, and steals the drive. Later, he is tricked by Joe into drinking poisoned vodka, survives, and proposes a joint alliance to take down Burbridge and their common enemies.
