An automobile engineer sent to Washington to oversee bomber aircraft production for the War Construction Board. He becomes Smokey Allard's boss and implements a highly effective but controversial efficiency plan that doubles output but creates powerful enemies. After being framed and threatened with a Senate investigation, he is vindicated by Smokey and proposes to her.
