One of two incompetent, perpetually stoned cousins hired by Devo to assassinate Joey. Despite his partner's cowardice, Harlan shoots Joey through the chest but misses the heart. Joey survives due to slowed metabolism from sleeping pills. Harlan eventually joins the group in making peace with Joey.
