A wheelchair-bound mad scientist and the last descendant of Dr. Frankenstein who operates a secret laboratory. He murders young women to harvest a fear-based enzyme for a serum meant to cure his paralysis. He allies with Dracula to revive a monster, but is ultimately killed when he falls into a guillotine during a police raid.
