A highly skilled hostage negotiator and police lieutenant wrongfully framed for his partner's murder and embezzlement. He takes his internal affairs inspector and colleagues hostage to force an investigation, ultimately uncovering a corrupt conspiracy within his own unit and clearing his name with the help of a fellow negotiator.
