Bumpy's cousin who reunites with him upon his release. Works under Madame Queen and helps rob Schultz. After a brewery bombing, Schultz retaliates by killing Illinois' girlfriend, Mary. Illinois drunkenly confronts Bumpy over the bloodshed, is tortured by Captain Foley, and is later found dead.
