A central yakuza figure in the 1999 installments who transitions from a neutral arbitrator to a targeted conspirator and finally an active faction leader. Initially mediating disputes between rival groups, he is framed for a murder and cornered by conspiracy. He later becomes Chairman of the Wuxia Association, personally leading the hunt against the hostile Untenichi faction.
