A German contact and former criminal associate of Palmer who initially appears to run the Berlin station for British intelligence. He is later revealed to be Paul Louis Broum, a Nazi war criminal who murdered the real Johnny Vulkan and assumed his identity. Blackmailed by Ross, he operates as a double agent until his death.
