Also referred to as Lou Cipher, he is the Devil himself. He visits the deceased Petey and offers a deal to resurrect him in exchange for marrying the Devil's daughter and producing a grandson. Petey uses a magic cane to confront him, sets him on fire, and casts him off a roof, though the Devil appears undead at the end.
