A wealthy and corrupt local figure who secretly deals drugs and controls the town through bribes. He cheats on Jo, pursues her for marriage, and orchestrates the misidentification of Gilly's parents. His henchmen hunt Gilly, and Streak is killed in a sabotaged car meant to eliminate him.
