Stern Bureau supervisor who investigates Kross's insubordination. He holds Rachel hostage and is temporarily blinded by Lucas. Later, he confronts the fugitives at the border, executes Kross, and is killed by Canadian rangers, failing to secure the evidence that topples the Bureau.
