Former undercover CIA operative and Harry's father. Captured in 2005 after his wife was killed, he spent years hunting the CIA mole responsible. In 2015, he goes rogue to recover a hacking device called the Condor, temporarily allying with arms dealer Drake to expose the traitor. He is fatally shot by his former colleague Ken Robertson near the climax.
Higgins provides tactical support during the factory raid and helps the survivors escape.
Victoria joins Leonard's unauthorized operation to dismantle the conspiracy and retrieve the device.
