A newly promoted Newcomer detective partnered with Sykes. Despite initial friction, they develop a strong bond. Francisco uncovers a plot to reintroduce the pacifying drug Jabroka, destroys the lab to protect his species, and later rescues Sykes from the water. He accepts his role as a bridge between humans and Newcomers.
