SS Head of Police in Rome and primary antagonist. He oversees the occupation, demands extortion from Jewish leaders, breaks promises, and orchestrates mass deportations. He develops a personal vendetta against O'Flaherty and orders an assassination attempt. Captured by Allies, he later begs O'Flaherty to save his family, is refused initially, but O'Flaherty secretly helps them escape before sentencing him to life imprisonment.
