A former classmate of D who becomes an aspiring gang member. He assassinates Jerry Dread during a peace-making DJ session. Living in London, he is hunted by D and eventually ambushes both D and Fox. Clancy confesses to being hired by Fox to kill Jerry, resulting in his death at D's hands.
