Commander of the Hong Kong Anti-Terrorist Force (ATF). Initially opposes using Todd as an undercover agent but later agrees. Leads the investigation into Soong's plot, sets up ambushes, and ultimately confronts Soong in the tunnel. Saves Todd and helps him escape Hong Kong discreetly.
