A corrupt local police chief who colludes with the criminal Ortega to blackmail Arno into an illegal voyage. He seizes Arno's package, discovers heroin, and threatens arrest, but accepts a bribe to drop the charges. He later informs Arno that Ortega survived and eventually arrives to arrest Jean-Pierre and Arno at the story's conclusion.
