The local Indian agent, Baxter conspires with Dan Carver to steal money and supplies meant for the Sioux and to take over their land for sale to settlers. He helps fuel the conflict and joins the plot to kill Capt. Jim Hewson. After he and Dan flee the fort, Little Crow's followers capture and torture them to death, ending the Sioux leader's demand for justice against the pair.
