A childhood friend of Capone and a producer who is secretly involved in the arms-trafficking operation run by Wonie. He initially evades Capone's suspicions, but later agrees to testify against Wonie after Capone tracks him down. Afraid of the consequences of informing, Ratty burns his testimony and tries to shoot Capone, who kills him.
