Story Structure — 5 Plot Phases

Season 1: Zero Tolerance

Dangle's zero-tolerance policy immediately turns back on him after a traffic collision. The department is introduced through public events, pedestrian complaints, and improvised enforcement.

Season 1: Personal Fault Lines

Clementine's pregnancy and Garcia's proposal establish a major personal commitment. Jones's violent response to Garcia's racist joke creates the season's sharpest internal conflict.

Season 1: Department Under Pressure

The unit faces a burning building, a hostile trespassing suspect, and Wiegel's suicide attempt. Public-duty assignments continue while the officers struggle with internal instability.

Season 1: Training Disaster

Dangle's move and the department's Homeland Security training shift the focus toward institutional organization. Passing the test produces disastrous rather than reassuring consequences.
