Plot Progression

1. The Staged Catastrophe — A nuclear warhead is detonated in a staged railway disaster after a rogue Russian general hijacks nine additional warheads. The explosion conceals the theft and creates an international crisis.
2. Vienna's Dangerous Trail — Kelly moves from an initial terrorist theory toward evidence of a deliberate nuclear smuggling operation. Cooperation with Vertikoff leads to a dangerous undercover meeting and his death.
3. The Caucasus Interception — Trucking records and satellite surveillance reveal the convoy's route through the Caucasus. Military forces intercept the truck, kill Kodoroff, and recover most of the warheads.
4. The Missing Warhead — Interrogation reveals that one warhead escaped before the convoy was stopped. Kelly traces the remaining threat to Manhattan and a planned attack connected to the Bosnian conflict.
