CIA officer who disavowed Swagger years earlier. He recruits the sniper for a fake mission, frames him for the assassination, and orchestrates a cover-up for a massacre. Working for Senator Meachum and oil interests, he orders kidnappings and surveillance before being killed by Swagger in a villa explosion.
