A ruthless local mill owner and grain price setter who secretly accumulates riverfront properties to construct a hydroelectric dam. He manipulates farmers, confronts Tom over crop valuations, and reveals his redevelopment plans. Desperate to secure the land, he hires bankrupt farmers to sabotage a community levee. Though he ultimately fails to stop Tom's determination, he acknowledges his defeat and the inevitability of nature's power.
