Managing director of the John Pagan and Son shipyard. He retains riveter Danny Shields after the yard closes due to lack of orders. Pagan uses his influence to help Danny's son Peter avoid a murder conviction, enabling him to go to sea. When World War II approaches, he successfully re-opens the shipyard.
