A fellow survivor from the original Perfection attacks who returns years later to purchase Burt's land for commercial development. Burt initially refuses. After the third film's events, Melvin attempts to negotiate again, but Burt informs him that the town has officially established a federally protected reserve following a mutual understanding with the albino worm. The development is permanently barred, and Melvin is left observing the new ecological balance.
