The younger brother of drug lord La Colombiana. He acts as an intermediary, granting Vic permission to assassinate rival kingpin Tito. In the film's climax, he tracks Vic down in Puerto Rico and executes him with a gunshot to the head just as Vic is leaving to witness his child's birth.
