Joe Morse's estranged brother who operates a small-time numbers bank. He initially rejects Joe's coercive partnership proposal and faces police raids. Despite temporarily agreeing to a financial arrangement to avoid bankruptcy, he is kidnapped and murdered by Bill Ficco's men after refusing to fully comply with the racketeers' demands.
