The deafened sheriff of Garrison, NJ. Initially reluctant to confront the corrupt NYPD officers exploiting a loophole in his town, he eventually uncovers their drug trafficking and organized crime ties after stealing internal affairs files. After being fully deafened in an ambush, he leads a shootout to kill the corrupt cops, delivers evidence to investigators, and continues his duties while recovering his remaining hearing.
