A dedicated detective in the 15th squad who becomes increasingly frustrated with his alcoholic partner Sipowicz. He navigates a turbulent personal life, including a reluctant divorce from his wife Laura and a dangerous affair with officer Janice Licalsi. After Licalsi murders mob boss Angelo Marino, Kelly is accused of withholding evidence, transferred to dispatcher duty, and ultimately quits the police force.
