A powerful criminal mastermind and Keegan's employer. He orchestrates a massive corruption scheme to replace low-rent housing with luxury condos. After his corrupt ex-cop partner Hank Greely attempts to blackmail him, Morel hires assassins to eliminate him and retrieve a compromising file. He is ultimately killed by his own hitman, Keegan.
