The ruthless leader of the cartel and a corrupt politician. He orchestrates human trafficking and violent control over the city. After killing his incompetent henchman Caco, he negotiates with the children for a stolen phone containing incriminating video evidence. He brutally executes his own men and kills Shine, but is ultimately trapped and killed by the vengeful ghosts of his victims.
