A stuttering man presenting CIA credentials to Dr. Snow. He accuses General Pratt of being the enemy agent, which convinces Snow. Fitzpatrick subsequently kidnaps both General Pratt and the patient Arthur Vincenti. He is eventually arrested by arriving soldiers, leaving the true nature of the conspiracy unresolved.
