Police academy recruit Billy Costigan is selected by Captain Queenan and Sergeant Dignam to infiltrate Irish mob boss Frank Costello's criminal organization. Serving time in prison as cover, he gains Costello's trust but suffers severe psychological strain. After his handler Queenan is murdered, Billy races to expose the mole within the police force. He ultimately confronts Colin Sullivan on a rooftop but is tragically assassinated by a corrupt state trooper before he can secure an arrest.
