Depressed exiled criminal who manipulates Mr. Freeze to return to Gotham and fund his ambitions. He orchestrates the Arkham breakout to free Bane, Chemo, Killer Croc, and Clayface. Greedy for power, he turns on Freeze but is ultimately outmaneuvered. He attempts to flee with his penguin companion Buzz but is captured by the Bat-Mech and incarcerated.
