A veteran Harlem police captain known for his prejudice against Black residents and violent interrogation tactics. He clashes with Lt. Pope over jurisdiction and methods, accepts bribes from Doc Johnson, and pursues the robbers aggressively. Ultimately, he is saved by Pope from Jim Harris but is fatally shot by Shevvy.
