A rebellious boy at the shelter who takes the blame for sneaking out and is locked in a freezer. He escapes with Joey's help, hides with Beth, and later exposes Krispan's cruelty to Buck. Under Buck's new system, Tony serves as Mayor and later acts as judge during the boys' trial of Krispan, showing leadership.
