A local racketeer accused of murdering a young man. The grand jury initially refuses to indict him. He is shot by Tom Evans outside the courthouse, later orchestrates Evans' murder through a parole scheme, and eventually captures George Taylor and Steve O'Connell before being thwarted by the police.
