Carl's garbage collector partner and fellow mischief maker. They are put on probation and assigned an observer. After discovering a murdered city councilman's body in their trash route, they panic but are led by Louis. James attempts to call the police but is stopped by Louis. He later helps track down Carl and Susan and assists in the final confrontation against the criminals.
