A corrupt businessman responsible for illegal toxic waste dumping. He orchestrated the murder of city councilman Jack Berger after Jack threatened to expose him. He kidnaps Carl and Susan to silence them but is ultimately outsmarted, terrorized, and drowned in the toxic waste by the protagonists.
